he is being “paid by hand”??? thats not possible. nowadays, the agent will give you a claim form and you’ll get a check in the mail after witholding tax.

Incorrect. You get to choose if you want cash or an annuity payment, 20 or 30 years spread out. If you choose cash, you may take it all or part cash part check. You are liable for taxes, but you choose payment. You may also choose if you want taxes taken out or not. [If you choose not, you will be liable for them at tax time].
